Titus clearly knew this person from previous interactions and assigned Armand and Goran to protect him while waiting for a contact at the Helmsman

After a very rough night the contact eventually showed up and Vincent was able to finalize the handover.

Whatever documents Vincent returned to Titus, the Captain clearly was not impressed, judging from the shouting and sound of broken furniture behind closed doors.
